driver has to be arrested 2:47 you can see there driving on the hard shoulder if you did your driving test you would know that its only used for emergency stops for example your car breaks down at no point should you merge onto the hard shoulder this why accidents in Uganda are so common and then he cuts back onto the road this is embarrassing
