I think this video is misleading. ALARA is a nice buzz word, but I've never encountered a dentist who actually prescribes xrays based on the examination and patient need. Rather, its usually pushed as routine, at a frequency higher than that established by the ADA. That is wrong. I recommend you check out the image gently campaign.
Because it is so universally mandated now, my theory is it's required by the FBI for identification purposes, their license to practice will be revoked for failure to comply. So they refuse to see you without x-rays
