I hope, he and Fuze get some crazy low re-deployment times, if they can use their skills only up to 3 times per deployment.
Yeah I really wish they gave them a team Rainbow buff for redeployment and Temporary buffs like Increase Initial SP/ ATK

Hmm, so S2 gotta look after situations where there are enemies between them and Doc.
But what does it mean by "No Shield Only"? From what I've seen on that part, looks like Utage can't be healed? Do you mean all Enmity operators are exempt from the healing? Or just make sure that they didn't have any shield that blocks attack beforehand (like Nian that gain 3 shields on deployment)?
Based on original game, his Stim shot can overheal (an equivalent to shield) and decay overtime. So if that operator can't heal, Stim shot's shield won't apply.

He cant heal my panance then 😔 but i guess 3.6k single heal/shield is quite nice
If you got Surtr, or Hoederer later on, he can heal a good chunk of their HP during their skills. Actually, could also fully heal Saria or Hoshiguma if they're being overwhelmed. Those kind of emergencies.
Ok doc feels like the devs made him strong in comparison to how weak byro is sort of like vigil and muyu

it's always been like that for instructors though, only lords (thorns, lappland, silverash, etc.) and some special skills of guards can hit aerial
