That usually because it is designed that way. The role of the therapist (especially in the humanistic approachs) is to guide the clients to awnser their own questions and not answer them for her. What you are describing when the person answer client questions and guiding them through the process is what we call coaching and not consulling with CBT probably being a exception Also the therapist is clearly a student so also unexperienced as you can tell by her voice
