I agree with your character, that was pretty depressing.
This was just honestly mind blowing I haven’t gotten to Blitz Hannibal yet but I know it’s coming close and I saw so many people fail so I am starting to get really scared but now that I know of this method I’ve definitely calmed down
it need to be noted that this method might not work if you bring any npc with you since the hannibal will be on aggro mode and you can no longer hide

Do you know where i can find this exact recipe? On the wikia the closest i can find is the hdh recipe
not really exact, but if you already on wikia site, check the loop shot. both this bullet and loop shot are IOD archetype.

This is basically just IOD bullet with base module of Sniper bullet that gain bonus damage over distance.
If you want to understand of bullet making, i'd suggest you to copy a simple bullet recipe (from anywhere will do) and learn how it works. As for good bullets, there's many recipes across the internet tho, but if you want to make a nice creation of bullets by yourself, learning how it works is essential.

PS: what considered good bullets are:
1. Bullets that has great damage per op ratio
2. Bullets that very effective on specific condition

what is the yellow circle when you hit Hannibal?
critical hit bonus. The feature of sniper gun which gives bonus damage on critical hit.
Please what sniper use? And bullets recipe?
Use Arbalest since it has highest damage for pierce type bullet.
As for bullet, use IOD-type with Sniper bullet that gain damage over distance

I could not beat the hannibal with the meteor bombs, it's very fast
you can try using stun grenade to stop him momentarily, that's enough to drop meteor twice (or single meteor with 2 bombs)

- if you want to go sniper troll method, bring no one.
- for meteor spam, just bring anyone, preferably with Hate Up, so you get more breathing room to use item
