It was a mid air collision. That means there was no time to prepare for a crash. If there had been time, they would not have hit each other.

Military aircraft do not use TCAS as in wartime it would give the enemy the means to track our aircraft. As a result, most military aircraft are not even equipped with this type of collision avoidance equipment.
