Was reading the U.S. patent for this vise (US2612805A). The cover plate is supposed to come into contact with the toothed portion of the adjustment screw to lock the adjustment in place. In time, the internal clamping plate that advances the movable jaw toward the fixed jaw will wear, lowering the clamping force. At that time, you can temporarily remove the cover plate on the bottom of the vise and turn the adjustment screw to change the angle of the internal clamping plate to reestablish the required clamping force needed to hold your work. Reinstall the cover plate to lock the adjustment you made.
It's been years since I had one apart but I think the plate on the bottom acts as a locking plate for the wheel. So you loosen the plate, adjust the locking action, then tighten the plate so it keeps the wheel from creeping with use.
Thanks for posting, I purchased a small bench top drill press from Harbor Freight and had to look for a small drill vise, and I found a nice small drill press vise. thumbs up.
We have a similar looking cam-lock vise on the Ellis Mitre Bandsaw at work. The thing's beat and you have to hold the lever down when cutting. I hate it. We got a kit to rebuild it, it worked okay for a while and now it pops open again. Not good for a bandsaw because it leads to broken teeth on the blade.

Just cleaned mine up only 1 Bubba drill mark on one of the rods, got at auction for $5 missing the ball on the slide rod tho

Same thing at my work (no problems yet). They also use a screw vice on the bandsaw.
