In 2 minutes, we're going to learn how to use Photoshop to create a motion blur effect that follows a strong perspective.
We will use a great filter called Path Blur, create the perspective motion blur, and then we'll add some spinning motion to the wheels.

I had a question about blur and gaussian blur. Does it only work with Smart Objects?

No, it works with regular layers but you won't be able to edit it later.
