Of course a poorly insulated house will require more energy than a well insulated one, that would be true even when burning gas. To improve the COP you need to run the heatpump at the lowest flow temp that’s reasonably possible. To do that in a poorly insulated house first one needs to improve the insulation, and two increase the radiator size or both. Even to reduce a gas bill it makes sense to insulated as much as possible.
