While Braithwaite's quotation imparts a certain nobility to healthcare, this definition is also a copout - it's as if the healthcare system is saying "we're simply too important and complex for anyone to expect us to change". Compare health care to the airline industry: healthcare will kill 1 person at a time, while the airline industry can kill 200 - 300 people at a time. So which system is more complex and important? The interdependencies of healthcare are no more complex than those of the airline industry. Were healthcare to get off their high horse, perhaps significant change would be possible, because as we all know, it is desperately needed.
