Zizek is wrong, and the situation was not that he "didn't like" the way the colour looked, it was that the lab that had developed the film wasn't yet accustomed to this new type of film, and completely messed up the processing. Tarkovsky was definitely more privileged than other Soviet directors at the time, but still many others were treated much better by the Soviet government. He still faced intense hardships to produce his movies, even those he made outside of the USSR.
This is true, but there are interesting things about the production of Solaris as well. Eastman Kodak was used for the colour scenes, which was not available in the USSR at the time, so the Soviets had to specifically find the film stock for Tarkovksy. Tarkovksy also quarrelled a lot with his cinematographer, so much so that he didn't work with him again.
He's speaking to the fact that Tarkovsky had the access to difficult to obtain and expensive film stock that many other filmmakers would have never been able to use. He was in a position of power to the point he could make these demands for his projects.
