I'm all about creativity, communication and how we can make people feel so I use pictures of people, which don't exactly connect to web development but I find my clients love that. Do you mean " place images in locations within the content of your page in ways that will provide value to users" or do you mean "only use images that add value to the page?" The word "where" seems to suggest that you're talking about the placement of the images on the page, rather than something about the types of images you're using.
