To bypass this error you simply need to go to Settings-Account Management-Sign In and then Accept the new user agreement, Voila! And your issue is fixed!

It does work if your issue is due to region mismatch between your game disc and the PSN account region, if you are sharing an account to download games and whatnot it will not work for you as this is not the solution for that issue, I do not have any solutions for issues related to game sharing
