It's not just that Guile only has two moves, it's that both of those moves are charge moves and his dash move is mediocre at best. If they made his short kick knee-lunge less punishable or gave him some other move that allowed him to move forward or an instant punish (like his QCF kick in Omega) then maybe he wouldn't have to turtle so much but in the end, it's Guile's design to play simple and wait for opportunities. KnuckleDu does about as well as you can in making Guile more aggressive but even he seems to be moving towards Decapre.
Kinda wondering, shouldn't Elena be using a lot more focus? Just tank the fireballs, build ultra? It's one of those "use any time" ultras that is super good for that.
