The game considers your speed when finishing a level and can interpolate the actual time you would've crossed the finish line. For example, if you were moving at 12 pixels per frame and the frame before you crossed the finish line you were 2 pixels from it, it can add 1/6th of a frame to the final time. They do this in Mario Kart as well. So if they got a corner boost or something like that from one of the on/off, a 1 vs 2 pixel boost could make that small of a difference in the final time.

Interesting thing I've never noticed before. At 1:43, the nose of the 5th beach mouse is still onscreen but Panga did not get the 1-up for it. Yet I know there's levels where you get 1-ups for offscreen enemies/powerups. Sometimes fairly significantly off-screen. Does the 'range' of this go upwards but not sideways? Does 3D world and/or beach mice work differently?
It does go upward all the way up. Not sure how far off screen an enemy would count, maybe it needs to be partially on screen and the nose doesn't count as the hitbox so then won't count as being on screen

Pitbulls are compositionally, the same as any other dog so no, they cannot lock their jaws. While some pitbulls may be very stubborn in letting go, with good training this is not an issue!
