Hell, in one episode, Mon El and Kara were arguing in the middle of the DEO - with agents walking past and such - and Kara yells at Mon El about her being Supergirl, lol.... Oh, and there have been more than a few times when Kara changes into Supergirl at the DEO, with agents working nearby.

(Unless it's just to keep herself trained on calling Kara in civilian clothes Kara and Kara as Supergirl Supergirl so she doesn't slip up in public).
