High quality color. 2:24 The 1989 train accident was far away in San Bernardino. 1945 The heavy radioactive portions of the atomic bomb(s?) went from Los Alamos, New Mexico to Alameda, California by rail. Likely this loop was part of the route. Some lighter parts were apparently flown there to keep it from being completely armed.
None. I'm guessing they just had an issue with too many people making a mess, and the new lookout is a nice place to view, so it isn't necessary to go there. But I've been going there for years and I really like it, so I went back. If someone came to kick me out I would have been calm, apologetic and compliant and I doubt it would go beyond that. Did you have issues going to the old lookout with it being closed off and saying private property?
