To first get an idea of spectral matching, you should try to do some spectral matchings by using SeismoMatch. They have a few well-established spectral matching algorithm options to choose. After that, you should try to explore references & papers on those algorithms.
ETABS could perform spectral matching as well, but I could not find any proper explanation or documentation regarding their methodology.
