I believe that 1 could be a more appropriate option as an organisation can't take major steps on the basis of an anonymous email which might have no real standing.
In choice 1, the issue is not directly addressed but a culture for healthy discussion of this and similar issue is promoted.

When there is one 'anonymous' letter (credibility is doubtful), shouldn't we first collect more data to verify the complaint (option 1). The other options (3 & 4) are straight away jumping to a solution. Being a principal, is a hasty decision making good?

Sir, TIME key says B, CL/CrackU say A. Even I ended up marking 'D' using your logic, but how is the anonymity factor being tackled in option D? We merely cannot assume the letter to be true, right? Need your guidance here.

The principal has received an anonymous mail which could be a result of an underlying
concern, which might be genuine or not, among the student. So, she should focus on the
underlying concern, but this way of communicating anonymously is something that should be
strongly discouraged. Since the underlying concern may or may not be genuine, she should
openly invite students for discussions but not discuss the mail as such. ??????? so 1 should be the answer
