Ground frequencies are 121.X, with the X being another digit. So, because the only variable in the frequency handoff is the last digit, they just say “contact ground point niner” or “monitor point niner” etc because the 121 is a given.

"point niner" being .9 for those new to the lingo altogether, so the frequency is 121.9
