I'd say perks and attributes are simply the result of the indomitable human spirit shining through its shell and any metal cage you may have (foolishly) placed upon it, but I can respect the choice for making a harder challenge
My only thought here was no cyberware didn't mean no consumables. I wouldve been so full of Dolphin Jerky it wouldve running out my ass. Tea Baggin Hansen wouldve been a final delicacy...partner.
No. I can dig not using any cyberware and avoiding adding perks. But this does not mean don't increase ability score. And would require an exception for the purpose of going netrunner. I don't play as a netrunner. But I can see this being possible with use of cyberdeck only for netrunning. But ability scores should still be used by choosing which to raise. And you get passive level uos as well that cannot be turned off. So if is helpful also.

Aw geez, THAT room before the Chimera... I tried sneak pistols with low cyberware and that room broke me. The game simply didn't account for sneaky people in a few places (the other one being the VDB robot spawning boss), which made the whole exercise as tedious as Operation Flashpoint.
Sad that you had to except a raid sponsor hopefully it was because of circumstances because a raid sponsor starts sending comments sections into a nuclear fallout

The only exception I can see is air dash, bullet deflect, and intelligence perks because they're all innately tied to cyberware.

according to the rpg you can be up to attribute level 8 without having cyberware
