As someone who's just learning how do I know when it's css? So many people say they're using HTML but then as they're talking mention CSS but there is no indication it's CSS. I'm really confused and I want to master html alone before using CSS.
you will get used to the tags. For instance giving a very quick glance to the code, you see there are "div" tags. This is CSS. My advice, find cheat sheets with tags for css and html. In my case it was just practice... I got the code pages and when in doubt I deleted the tag and see what happened to the page :P

Meta tag is just to give the information to the browser and here charset means the character set of our webpage that is utf8

No where because there is no backend it's just html template
To keep with the simplicity of this design, you could have the button post the information in the form to a new email and designate an email address to send the information to.

No css used here, for inline css you need style attribute

That is table tag attribute which was in html4
