Might I kindly suggest that you clean your gutters out... It doesn't appear that windy compared to some of the weather I have seen in PA. But video sometimes doesn't do justice to actually being there. But yeah you BADLY need to clean your gutters out. You eventually will get water in your basement if you ignore it.
