My guess is as most high level players, full stamina and the blue ones atleast 3 grappling distance and 3 can be luck or cooldown reduction, or just 6 grappling. That's pretty much what 99% of high levlers use in solos (correct me if I'm wrong in his particular case) but it does definitely look like full stamina by the movement.
