We are all blaming the teachers for keeping proxy teacher. But have we ever talk about nurses keeping their proxy. What about some department where some staff hardly go to their office, Sometimes not even once in a year. Yes education is the backbone of the society and being a teacher one muct be deligent in his/her duty. But inorder for society to move forward, not only teacher's but all the government employee must try to be sincere in their duties.
This is something I have noticed in my own neighborhood too. Some senior nurses hire younger ones to be their substitute which is not acceptable just like keeping a proxy teacher. But the big difference is proxy teachers are untrained whereas only a trained/ certified nurse can be a substitute for another. With that being said the govt has appointed them to do their jobs. No one should be given the privilege to place someone else to do their job. The sad state of our government.
Also there are some people who are govt employees in my neighbouring village but there is no physical office (veterinary) so they do nothing but just draw salary each month.. I am sure they are not the only ones with no physical office of sorts 😂

Adding to the point at 11:27 to 12:58 of the video, general service rules are not kept at the top; Rules are strict at School Level but the strictness diminishes at the higher educational office Levels. If schools are required to be opened at 8:15 AM in the morning, why not the SDEOs, DEOs and Directorate Offices. Sometimes a Teacher needs to visit the Higher Offices for either personal service related or for general school related matters, but due to distance of the head office away from the school could not balance between the regular class-room transaction and the correspondence activity at the higher offices mainly due to difference in opening of offices in the morning. Therefore, the staffs at the higher offices should be present earlier than 8:00 AM and be available even after 4:00 PM for the school timing is from 8:15 AM to 2:45 PM and only during off periods in the school the Teachers can give time to approach the other offices, after-all these offices are the ones that should be revising the policies to lead the schools in advance and review the outcomes more. The schools are like flood-gate where children eagerly rushes in everyday and the teachers are always prepared for the day's transactions in advance every-day. Non-implementation of service rules is at the higher offices is another setback. The schools have Trained Teachers and is strictly observed at the school level. But is it followed at the higher offices, who knows we have not checked the employees data. There’s doubt that some defaulters and rule breakers at the top are leading the disciplined Teachers. Promotion of Teachers require B.Ed. professional qualification and how many professionals are giving instructions from the higher offices to the trained teachers on how to lead the children at school, please check. Reformation should start by following strict rules, everybody starting from the schools to the highest level - Directorate or, Secretariat and even the Education Minister needs to have minimum B.Ed. professional qualification. If one don’t believe try attending Educational Psychology & Educational History Classes and one will feel the true spirit of education - it will be a revival.

If we are to seriously talk about failure in Monitoring systems in educational sectors in Nagaland especially rural area, one may find its root cause easier. Government has authorized Gaon Buras for formation of SMC for strictly monitor the educational sector be it in teaching or in other management allotted by the government but ironically the GBs & SMC taking the advantage of authority involved in proxy teachers, they're rather the agent for proxy teaching besides that the inspection system from Higher authority of education is too poor. Most of the inspections are done under from same SDEO level where Officers and HoS rather maintain decentcy among themselves thinking that they shouldn't hurt each other through some findings. Nijor manu ke safe koribo la ke mentality. But unlike other village SMC and GBs Yampha village is really doing great by voicing out the truth.
