  • Sub-optimal recovery from disasters prolongs the suffering of affected people due to internal displacement, lack of shelter, delayed restoration of essential services and vastly diminished means of livelihood. Tools such as the Post-Disaster Needs Assessment (PDNA) and other such assessments provide a solid basis and common platform for the quantification of damages, losses and recovery needs. However, governments need continued technical support in the post-PDNA phase for implementing and managing recovery; particularly in the areas of recovery strategy, planning and program management.
