Unis openly state they scale marks to maintain a high average. One uni/school for example always scales exams so the average is 75 (Distinction), it makes the quality seem stronger than it is I suppose. It doesn't make sense to me, an average should be closer to a credit.
Failing poor performing students is not good for business, especially international students. As someone who works in higher ed, I have seen people who should fail passed. The integrity of the system is definitely a problem.
