I know less than I did before I waisted the last 10 minutes watching this. Notice how the finished product is completely different than what he put in the UV lights? It's a miracle...maybe I can turn a $5 bill into a $20 bill!

This guy is an amateur. Firstly, nobody uses parchment paper for negative anymore, it gives you poor results and is messy (notice how he have to add the black devloper to help darken it), you're supposed to use black laser film with laminator to achieve true black and true transparent negative. Secondly, the liquid photopolymer, although cheap, is inferior and less reliable than that of a solid polymer plate. I make rubber stamps for living and nowadays we don't even do this process very often anymore as most jobs are done with laser engraving on synthetic rubber now.

But I feel that laser engraving may not result in a smooth surface. If we want better details or are looking for mass production, heat stamping is a better option

This guy is fake. The stamp he prepared and the stamp he showed at the end are completely different. If you pay attention to the 3:01 mark, he cut out the text and kept only the circle. If you look at the 8:06 till the end, it is a completely different stamp. Some of his procedures are also incorrect.
