This issue is really complicated and occurs due to a number of reasons. It used to be the case that commercial banks in England could produce their own banknotes. However, legislation put an end to that. However, the legislation only covers England and Wales. As such, Northern Irish and Scottish commercial banks still legally have the right to produce their own banknotes under the supervision of the Bank of England. I will be making a video on this topic in the near future.
