"Cheat" Is a bit much. I got stuck in a 2.5 hour standstill last week and many people behind me were able to do this as there was no guard rail. Should be allowable albeit a bit dangerous if the U-turner doesnt accelerate fast enough.
what law did they break? there's many little dirt patches on highways i've been on before that let you turn around if you missed your exit- usually because the next exit isn't for a lonnnggg time

What's wrong with taking a U turn?
a lot of connecting roads like that are for state use only
If it's a toll road often you'll get off at a gantry that shouldn't be possible and get charged a full length journey.
