Yes Mark, I believe it was! Not actually delian, but there's no sonata form (etc), no repetition, a strange harmonic vocabulary and quick changes of mood. So there's something to hang on to. . . . in the famous Ken Russell film both Delius and Jelka said of him indepently "sometimes he composes"!! to Eric Fenby. But Grainger was a great composer and (like many others) has yet to have his day, especially at the Proms. I think the Proms gets worse and worse, I don't know about you?
