India despite its limited capacity of rocket ( GSLV- March 4) to carry 4 tonnes object in geosynchronous orbit and 8 tonnes in polar orbit had to develop sling shot method to place object on surface of moon. This all come at consistent investment in space science and efforts of 50 yrs investment in proper human resources. And investment in human resources. Sab 1 din me ho gya. Similarly on the management side many of the companies in the US are headed by Indians educated in India. The technique that ISRO has used to make Chandrayan 3 work was on a shoe string budget and is home grown as the West are used to large budgets and think differently. ISRO is the leading satellite launcher in the world with more than 600 or 700 successful launches and generates billions of $$ in revenue.

Indian chandrayan project alone cost about $ 7.5 billion with all infrastructures available with India. If Pakistan have to launch a Moon mission it will need around $ 30 to 50 billions including connected infrastructure like satellites, launching stations, softwares, earth based tracking stations and many like that.

Cheema chaab missile technology and modern space launch vehicle technology is different in launch vehicle we used cryogenic engine which is very difficult to build only six countries have these type of engine. Or semi cryogenic engine technology we built which is more tougher than to built and in missile technology we use solid fuel engine which is used in first stage of space launch vehicle but there are 2,3or 4 stages in Space launch vehicle in which cryogenic or semi cryogenic engine is used
