Why would you use URL Rewrite for this when you can just enable HSTS within IIS and select "redirect Http to Https". No module required.

About your question:
1. When you perform the url redirect, as I have shown on the video, the url is rewritten as well. So http will always be redirected to https
2. For the action type rewrite, I will create a tutorial for that in the future. For now, you can check out this tutorial:
