Looks like just a blood spot, totally safe! It's just a product of a blood vessel issue when it was being layed, but it doesn't affect the taste or hygiene of the egg at all
It isn't unsafe or bad for taste, no need to worry :) maybe if it would be cream, not pastry, it would be worth removing, for texture.

Это не совсем печенье, этот так называемы кракелин: смесь сливочного масла, сахара и муки, которую тонко раскатывают и замораживают. После заморозки прямо перед приготовлением шу из пласта вырезают круги и кладут на будущее пирожное. При выпекании масло тает, а мука и сахар формируют такой узор из трещинок.

I think that those edible decorative plates are made of sugar , artificial food colors etc..just like there are a lot of variety for decorating cake..
