I'm sure they both might be feeling bad to have made that promise, but being a devout bhakt of Bhagwan and also a Dharmic King, Vasudev and Devaki, must have felt duty-bound to let Bhagwan play his Maya and bring an end to the Adharmis rule of Kansa.
