When the show first started series creator Seth MacFarlane probably had some input on the writing and script ideas but as the show progressed over the years Seth is more of an exe producer and mainly provides the voices for several characters. The current writing staff is responsible for most of the cutaway / racial / humor you're reacting to now. If you think this is bad just imagine the uncensored version of Famliy Guy episodes. Look for various videos of Seth doing the voices of the family Guy characters as well as Roger and Stan on American Dad.
