I highly doubt they could clone Saitama. Getting a DNA sample would be challenging given his lack of hair and impenetrable skin. Besides, cloning only copies a person's entire genetic structure, it doesn't copy a person's training and experience and Saitama's strength didn't come from his genetics. Imagine them just doing that and all they got is an average joe in a cloning tank.

I think the End of the Cosmic Garou Saga was just before the Mid Way point. It was the slow build over multiple separate Arcs that allowed Cosmic Garou to happen. It revealed the true strength of Saitama, and caused division within the ranks of the hero’s. It’s the perfect precursor to the God Saga.

i dont think its even possible to clone saitama unless a normal human did what saitama did. garou is a very good example he kept on growing stronger when fighting saitama but he never really broke his limiter because if he did, he should have been getting stronger way faster as we seen with saitama, the more emotion you feel the stronger you get just like saitama he went from ok destroying a moon with 4 fingers to destroying most of jupiter with a sneeze and garou wasn't even close to that growth so its more like garou breaking his ceiling and getting close to his limit but god ofc gave him some of his power just a little so that stopped him from breaking his limited you may ask how? well what he does is copy saitama and after he does that it just sets a new limit to his power while saitama doesn't have a limiter so he can grow way faster then garou. garou can copy but even that copying ability has a limit and we see that with saitama when garou just couldn't keep up even with the copying ability and this shows that most likely everything has a limit and even the copying ability was getting to its limit so it was getting slower the closer it was getting to that limit.
if OPM has taught me anything, it's that being a monster is not based on your appearance, but by your actions. What needs to happen is hero's uniting with "Monsters" to deal with the real monster that is corruption.

From then on to 80% it should be the ramping up of the conflict and the main action. 80-90% should be the conflict resolution, and 90-100% will be the closure. That's if it follows standard storywriting format, which most manga and anime that are half-decent do. It's almost always separated in 5 parts. Introduction, development, intrigue/conflict, main action/conflict resolution, then closure. Some anime skip past closure and end literally immediately as the conflict is resolved - that's fine sometimes, and it's the only real way to make sure that you can create a sequel. After all, if you've already told the reader / viewer what's happened with the heroes from then on, you can't then create a sequel where you contradict that. "The protagonist went on to live a successful life as a soup salesman" can't be followed with "5 weeks later a new enemy appeared", though some stories do that anyway because they didn't originally plan on a sequel but want to milk the IP as much as they can if it's successful.
The female character thing isn't a guarantee, people could argue the medusa monster woman that fought pig god was attractive, but she's obviously dead since he ate her.
