Many malls and shopping centers in Iran are not primarily constructed for tourism or need & supply. They are often funded by banks issuing money unrestrainedly. Instead of investing in industries that desperately need low-interest loans, these funds are directed towards constructing mega-projects backed by banks themselves and don't seem to be profitable even in the long term. The properties surrounding these projects are then sold at inflated prices. Meanwhile, the nation suffers from rampant inflation due to this endless cycle of money creation, corruption and unprofitable ventures.
