Maybe, if you're a Westerner, then that can be hard to understand. But as a South Korean myself, whose country has closer culture to Japan than the West, I definitely understand him. In East Asia like Japan, Korea, China, that kind of "noisy and blatant" way of can-be-embarrassing way like love confession isn't welcomed and often drives the relationship of them worse. This is because East Asians matter how others think about and see them. Everything is related and relative in East Asian culture. The West is, on the other hand, kinda absolutive as their values are based on individualism which isn't generally accepted in East Asia.
