DOI stands for Digital Object Identifier. It is a unique code that can be associated to a research item (data, code, publication, etc). It also constitute a permanent web link to the research object. Does this answer your question?

I think you can deposit the code. If you have it open on GitHub, you can get a DOI connecting the repository to Zenodo (see this video: th-cam.com/video/gp3D4mf6MHQ/w-d-xo.html). In case you have more specific questions, I recommend you to write them: zenodo.org/support. I hope this helps!

I am not familiar with Hindawi, but most likely you should be able to add the Zenodo link to text, figure captions, tables, wherever you think it's more pertinent. As an example, you can have a look at what I did in this paper, where I added Zenodo, GitHub, and other repositories in various sections: doi.org/10.1371/journal.pone.0226501. Hope this helps!

As far as I know, only repositories or journals can provide a DOI

One can add a link to the Zenodo repository in the publication. The link is usually the DOI. Does this reply to your question?
