It’s to prevent a team from stacking forever, good players naturally want more money, money worse teams are capable of providing because they aren’t paying good players every year, hence a constant reshuffling. Not to mention the fact the worst team gets a top first round draft pick and after year one it can be very expensive to keep your new star players.

Great QBs usually have multiple Super Bowl windows, even Aaron Rodgers who only made it to 1 Super Bowl had atleast 2 Super Bowl windows, they just weren’t able to get past the NFC Championship game again.

The bills didn't need to make any of these cuts, Josh Allen is getting restructured and that alone would have made them cap compliant...The cuts were made to make the roster younger and cheaper and healthier. The players cut were either injury prone, old or irrelevant.
Bottom line is if Beane felt that the guys he cut could still play to the level of they're contracts...he wouldn't have cut them, full stop.
But it did help the cap cutting these guys

The Bills cut some big named players but they were either north of 30 or in Tre’s case, sustained 2 major season ending injuries in the the past 3 years…they learned to play without him. These were good business moves.

Hines hurt himself in the offseason so you dont know what he plays like yet but yeah he was too expensive for what he is. You gunna pay 5 million for a backup running back that was hurt all last year?? Poyer i thought was worth keeping but he's also looked pretty beat up the last two years and a step slower, still worth the 5.6 million but i understand wanting to get younger at the position. That one hurts though.
We are locked in on steph diggs for the next few years so you cant extend him to make more cap room. You could restructure Dawson KNOX, the contract was always too big for no reason (14 mill per year). And you have like 20 free agents while being like 40 million over the cap, so yeah we had to ditch a few people. Morse who is a good player also got people shoved back into Josh's lap in the playoffs the last 3 seasons, so 8 million is a good savings. Also lets not forget that Tre White was hurt most of last year and hurt before that coming back from injury so being able to save over 10 million for a guy that will take the entire year to come back to proper form (if he even still can) is a good move, and really I think the only logical move to make. And Siran Neal is a special teams player that proved he couldn't be used as a nickel cornerback or a box safety so thats a good savings there. It was just time to move on from a lot of these guys. I personally think this shows the superbowl window is being extended, not shutting on Buffalo. They are being realistic about managing thier salary cap while still being aggressive. Brandon Beane had so many great moves last year, but buffalo got bit with the injury bug and also went through firing thier offensive coordinator, in a year where they already replaced thier defensive coordinator. It was alot. They are due for some nice breaks if they can get some more speed from the WR position down the field and get some defensive line help.

Allen's cap hit went from 8% to 18%. Only one QB has won a Superbowl when accounting for more than 13% of the cap and he just went back to back. While having a cap hit of 16.9 and 17%. I'm not saying the Bills' window is closed, but if they couldn't do it when Allen's cap hit was 8%, what makes us think they can now? That window ain't closed but it's barely cracked open. If anything, they should trade Diggs for draft capital. They either gotta draft very well or have enough picks to where they'll have a better chance at hitting on picks more than they miss. More bites at the apple so to speak.
