The reason why The wing cap version isn't used is because it's not a direct remix of the powerful infant theme because the wing cap lacks the same layered background synths that's heard in the original. That's my guess anyways.

Nope. Both games were developed at the same time. The only difference is that they had to make a different arrangement for each console, depending on their capacities. That's why SNES and N64 "starmans" sound almost the same.

It's not the same arrangement. It does have the same riff, but it starts earlier and is slow in Sm64 so it doesn't count as the same one.
