CMC-130 outboard tilt actuator motor not working

the tilt mechanism wouldn't work because of the electric motor. when checking the relays, they all worked fine. I would get clicks at the relays and 12v at wires. it seems the electric motor would not work. you should be able to bypass all the wires and hook up the black and white motor wires and it should run. after trying to figure out how to get the cap off the motor..... we took it all apart and it was the brushes that were bad. one was stuck and not contacting the motor. instead of paying 500 for a new actuator.... we spent about 15. if this helps, please let me know. any questions, let me know. thanks
