Probably. The Requiem Arrow works if you really have a desire of something. Like, if Josuke's Crazy Diamond was pierced, its new ability to instantly kill somebody who says that his hair is shit and its current ability probably gets a boost just like GER(Later in the anime.), so his current ability can now restore himself.

To be fair, Polnareff probably didn't have the guts to test the arrow on other stands, so from his point of view, the new ability of Silver Chariot Requiem was probably the ability he believed all stands pierced by the arrow would recieve.
To be fair GER in some sense is a stand that has full control of souls (if not in extremely broken means for that matter). GERs ability is to reset things, action and mind alike, to their original status as if they haven't thought about attacking or moving at all. This could be achieved by manipulating one's soul.
REMEMBER he doesn't know it's full potential, but the Arrows purpose is to bring out a stronger power from even the weakest of stands in a moment of desperation, but I'm sure you know this.
Since Polnareff said that he couldn't feel much change even after Chariot's transformation and the activation of its powers, this implies that he had the power to control Chariot Requiem even in his wheelchair state. He had a bad feeling after seeing it's initial powers so he took back the arrow and Chariot returned to normal.
I don't think he could control it but as stands share senses with their users he could probably still feel what hes always felt since he was a kid. Otherwise there wouldnt be this huge conflict at the end of this jojo part. You really think polnareff wouldnt try to reel in silver chariot? It can't set your IQ to zero or anything like that, it just resets your actions to Zero, making it so that they never happened, preventing you from taking action against Giorno.

Part 5 hurts me because it happened with the Silver Chariot, he is one of my favorite stands, it is sad to see Polnareff lose something he had since he was a child and that helped him deal with the loss of his sister

Not only Chariot Requiem had the hability to control EVERY living mind and soul, he was out of control because he had no user, so CR was only in defensive mode, not using the full extents of his powers. That means that the limits of CR's powers were something unimaginable. I also think Gold Experience Requiem's is also way stronger than what we saw, in fact, he's so op that the stats of GER were classified as "none".
But "none" can't all be A. As when GER and Giorno was fighting Diavolo, GER could have just walked it's way through instead of Giorno having to follow him. Leading me to think he probably has a range of C or D. "None just refers to that we don't know the stats, not that it's infinite or A.
Meti did a great video explaining the symbolism behind Chariot Requiem . Araki got the inspiration for Chariot Requiem from an anonymous person who was said to be dressed in a Conquistador outfit similar to Chariot Requiem's appearance , who commitioned Mozart to compose a Requiem(a song played at a funeral) . But Mozart passed away before completing his Requiem . But another person completed Mozart's Requiem in honour of his memory . In the same way , Polnareff was unable to complete his Requiem which made Chariot Requiem an incomplete Requien but it was finished by Giorno Giovanna , the man who completed the Requiem by evolving his stand into Gold Experience Requiem
1:36 this scene actually explains in more details how requiem stands works: they work only if the stand has the arrow, so Girono's GER is not permanent, and because of this, I think Pucci's Made in Heaven is stronger, since it doesn't require an arrow to have his powers.
It works without the arrow but if you can take the arrow from the stand before it completes the process of using its ability or becoming a Requiem stand it will revert to it's normal state

Chariot source was Polnareff, technically he wouldn't do Polnareff harm but he won't follow him either because controlling a Requiem takes a great deal of resolve
in part 3, he was my favourite character. yes, kakyoin avdol iggy's death made me cry really bad, but i was relieved that polnarref was alive. but then here, when i saw him without legs and a arm... can't explain what it feels like. and now he is dead... not really dead, his soul is inside a turtle, so he is a turtle now, but he lost his body and his stand, the only stand who was close to him and stayed with him. this is just super sad and heartbreaking
I think the implication is that the urgency in Polnareff‘s wanting to protect the arrow translated to Requiem as “protect the arrow from absolutely everyone at all costs”.

All of Chariot Requiem's abilities are related to Polnareff's desires: 1- Soul swapping: Polnareff ended up getting crippled after his battle with Diavolo, so Requiem's ability to swap souls may have come from Polnareff's desire to switch to a healthy body. A darker explanation is that Polnareff feels extremely guilty for Avdol's and Iggy's death and, due to that, he wished that he swapped souls with them, and died in their place (i honestly prefer this explanation). And it's "altering life" ability is just an extention of soul swapping, where due to Chariot's berserk state, he's swapping people's souls with entities from other dimensions. 2- Strenght increase: Chariot Requiem has the ability to increase the power of other Stands. This can be easily explained as Polnareff's desire to make Silver Chariot more powerful in order to defeat Diavolo, as he was dogwalked by him in their first encounter. 3- Stand manipulation: Anyone who tries to get the arrow is gonna get attacked by their own Stand. As everybody already knows, Chariot Requiem has this ability because Polnareff didn't want anyone to possess the arrow, not even himself.

Theory: I’m pretty sure the requiem arrow gives special abilities to the people with strong minds, bodies, or fighting spirits. The arrow boosts the abilities of your stand by SO MUCH. It also gives the person the power to control people’s minds in some kind of way.
It apparently gives the person who stabs their stand with it the power to fulfill their desires An example of this is Kira from part 4, his desire is to keep his identity a secret, so the arrow gave him bites the dust, an ability that kills anyone who's trying to uncover his true identity

The arrows ability is to put the users wishes to the extreme. Giorno wanted to reverse the effects of king crimson so he had ger. But if hes in another situation for example. A time stop stand fights him. He would use the arrow and ger could be able to time stop. Also requiems are temporary.
He felt that its power was still applied to him and he had no control over it, probably because he is a stand user that would give him a few seconds of not going to sleep against the quiet Requiem
There really is no reason behind what power a Requiem Stand gets. If it were based on its original powers, GER would have the life altering effects of SCR, while SCR gets something that builds off its sword. It’s merely the whims of fate, what’s needed in the moment, that determines the power. Josuke could have gotten a similar power as GER for dealing with Bites the Dust. Possibly allowing him to counteract its effects. At the very least, letting him remember what happened. Jotaro might have gained his Over Heaven powers. But EOH implied he had that power all along and just didn’t realize it. Again, against a time power Stand, he may have gotten a similar power as GER. I always thought a cool Requiem or even Heaven power for Jolyne would be Red String of Fate. It allows her to alter the fates of everyone around her. Even when Jotaro dies, she could simply change his fate by pulling on a red string now visible to her. Maybe even pull other Jobros from time if she knew about them. Like Caesar and Kakyoin. Bringing them to help and saving them from their fates. In reality it would likely just be similar to GER. Or rewind time to before the Universe started accelerating.
Notably, GER does still have it's original abilities and they are actually on crack. Maybe Chariot Requem has a secret supersword that it never uses because it primarily follows on two goals that are fundamentally defensive rather than offensive(The goals being to take the arrow as far away from Diavolo as possible and to not let literally anyone at all get its power).
I always felt like Silver Chariot Reqiuems ability made far more sense for Golden Experience, who already has some control of living things. It somewhat bugs me that the 2 requiem stands we see in part 5 have no seeming correlation to their original stand abilities. Especially if you count Killer Queens Bites The Dust as at least a Requiem ability if not form, it seems like Requiem stands are based SOLEY on what the user needs rather than what they were before. Kira needed a rewind after killing his cover identities son, Polnareff needed a way to hide from Diavolo after the trauma he went through (aka switching consciousness), and Giorno needed a way to deal with someone who erases causes so he gains the ability to erase effects (and shoot goddam lasers like a dbz character lmao)
GER also kept an enhanced ver. of its original powers, but the way GER uses its RTZ ability on Diavolo the first time, making him see all his previous steps as hes reset, is similar to when its base form caused Bucciarati to see himself by imbuing him with so much life energy his body couldn't keep up with his mind (which also had its own call back before with Diavolo when he erased time with King Crimson and caused the two ends to join together making Bucciarati briefly see himself in the future)
And here I was worried Polnareff had gotten too serious and stopped being comic relief.

1:36 this scene actually explains in more details how requiem stands works: they work only if the stand has the arrow, so Girono's GER is not permanent, and because of this, I think Pucci's Made in Heaven is stronger, since it doesn't require an arrow to have his powers.
It works without the arrow but if you can take the arrow from the stand before it completes the process of using its ability or becoming a Requiem stand it will revert to it's normal state

in part 3, he was my favourite character. yes, kakyoin avdol iggy's death made me cry really bad, but i was relieved that polnarref was alive. but then here, when i saw him without legs and a arm... can't explain what it feels like. and now he is dead... not really dead, his soul is inside a turtle, so he is a turtle now, but he lost his body and his stand, the only stand who was close to him and stayed with him. this is just super sad and heartbreaking

All of Chariot Requiem's abilities are related to Polnareff's desires:
1- Soul swapping: Polnareff ended up getting crippled after his battle with Diavolo, so Requiem's ability to swap souls may have come from Polnareff's desire to switch to a healthy body. A darker explanation is that Polnareff feels extremely guilty for Avdol's and Iggy's death and, due to that, he wished that he swapped souls with them, and died in their place (i honestly prefer this explanation).
And it's "altering life" ability is just an extention of soul swapping, where due to Chariot's berserk state, he's swapping people's souls with entities from other dimensions.
2- Strenght increase: Chariot Requiem has the ability to increase the power of other Stands. This can be easily explained as Polnareff's desire to make Silver Chariot more powerful in order to defeat Diavolo, as he was dogwalked by him in their first encounter.
3- Stand manipulation: Anyone who tries to get the arrow is gonna get attacked by their own Stand. As everybody already knows, Chariot Requiem has this ability because Polnareff didn't want anyone to possess the arrow, not even himself.

It is. It gives you an ability based on what your desires are. Polnareff’s desires were to protect the arrow, and to do that the arrow decided “yeah, make it a no u card to anything that wants to touch the arrow, and if you get it, the stand’s coming after you anyways.”
It's not, Requiem controls souls. The only reason Chariot Requiem was such a loner dickhead was because it wanted to protect the arrow by order of Polnareff before he lost control.

Theory: I’m pretty sure the requiem arrow gives special abilities to the people with strong minds, bodies, or fighting spirits. The arrow boosts the abilities of your stand by SO MUCH. It also gives the person the power to control people’s minds in some kind of way.
It apparently gives the person who stabs their stand with it the power to fulfill their desires
An example of this is Kira from part 4, his desire is to keep his identity a secret, so the arrow gave him bites the dust, an ability that kills anyone who's trying to uncover his true identity

The arrows ability is to put the users wishes to the extreme. Giorno wanted to reverse the effects of king crimson so he had ger. But if hes in another situation for example. A time stop stand fights him. He would use the arrow and ger could be able to time stop. Also requiems are temporary.

There really is no reason behind what power a Requiem Stand gets. If it were based on its original powers, GER would have the life altering effects of SCR, while SCR gets something that builds off its sword. It’s merely the whims of fate, what’s needed in the moment, that determines the power.
Josuke could have gotten a similar power as GER for dealing with Bites the Dust. Possibly allowing him to counteract its effects. At the very least, letting him remember what happened.
Jotaro might have gained his Over Heaven powers. But EOH implied he had that power all along and just didn’t realize it. Again, against a time power Stand, he may have gotten a similar power as GER.
I always thought a cool Requiem or even Heaven power for Jolyne would be Red String of Fate. It allows her to alter the fates of everyone around her. Even when Jotaro dies, she could simply change his fate by pulling on a red string now visible to her. Maybe even pull other Jobros from time if she knew about them. Like Caesar and Kakyoin. Bringing them to help and saving them from their fates. In reality it would likely just be similar to GER. Or rewind time to before the Universe started accelerating.
Notably, GER does still have it's original abilities and they are actually on crack. Maybe Chariot Requem has a secret supersword that it never uses because it primarily follows on two goals that are fundamentally defensive rather than offensive(The goals being to take the arrow as far away from Diavolo as possible and to not let literally anyone at all get its power).
But Polnareff, you literally controlled the minds of all those people.

I always felt like Silver Chariot Reqiuems ability made far more sense for Golden Experience, who already has some control of living things. It somewhat bugs me that the 2 requiem stands we see in part 5 have no seeming correlation to their original stand abilities. Especially if you count Killer Queens Bites The Dust as at least a Requiem ability if not form, it seems like Requiem stands are based SOLEY on what the user needs rather than what they were before. Kira needed a rewind after killing his cover identities son, Polnareff needed a way to hide from Diavolo after the trauma he went through (aka switching consciousness), and Giorno needed a way to deal with someone who erases causes so he gains the ability to erase effects (and shoot goddam lasers like a dbz character lmao)
GER also kept an enhanced ver. of its original powers, but the way GER uses its RTZ ability on Diavolo the first time, making him see all his previous steps as hes reset, is similar to when its base form caused Bucciarati to see himself by imbuing him with so much life energy his body couldn't keep up with his mind (which also had its own call back before with Diavolo when he erased time with King Crimson and caused the two ends to join together making Bucciarati briefly see himself in the future)
