I was thinking the same thing that the second treat was higher than Piper is used to finding food. She is smart not to expect food up high! PS: I'm looking forward to Hide & Seek in the paddock and off lead!
Can you give Piper a two-word command over and over so she learns? Maybe, "Seek treat." I know absolutely nothing about horses or their ability to learn voice commands but that would be awesome if Piper learned that "seek treat' means that a treat is hidden somewhere and she gets to seek it!
She's smart. She'll get it if you do it enough. Maybe add a clicker when she touches the "target" ie the treat jar. I have a smart pony about her size ( Dartmoor x Morgan) that learns anything with clicker training. He bee-lines for his target wherever it is when he knows he'll get a click and a treat. He has a lot of fun doing clicker stuff and it's a good way to break up his normal training. It keeps him happy and interested.

P.S. He just needs the word "target" and at this point, after years, he'll target my hand, a ball, bottle, stick... whatever I present as a target.
Piper just doesn’t seem to be into games!
