I think he was not waiting but more like frozen in time. For me the song is what is happening in her head when she is making the decision to leave her shoe. Instead of just having her leaves the shoe on the steps, we have a whole song where she explains why she is doing it that way intsead of taking both shoes or waiting for the prince. It's like she has just a few seconds to make a decision and the time goes slower to let her explain everything. Not sure my explanation makes a lot of sense 😂 but it's how I see it
