I noticed that managerial positions/HR occupied by people who has Bachelors/Master's degrees. They see certification useful only if certification is backed by a solid Uni background. So, I guess, go get Uni degree and then get the certs to become more or less job-ready.

I think traditionally yes, but I've had CISOs without a degree but incredibly good both on the business and tech sides
