You are correct - offlining the cloak does not disable the penalty. Simply having it fit to your ship gives you the penalty.

great video and fit . I think the extra 130m is worth it , pithum c types nearly double the ehp/s well worth it for that small chunk of change.

2 questions tho :
1.why run prototype cloak instead of covops cloak
2. Why werent u running XL anicl boosters or atleast large?
1. fit doenst have covops rig. so i cant fit covops cloak. but i dont recommend prototype cloak either. it increases target locking time too much.
2. it is 2 medium shield booster. you can fit a large shield booster, i used to fly single large booster fit. there are some videos of those in my channel.
but i needed to bling a lot to fit stuff like a warp disrupter with large sheid booster. and i dont think you can put both 100mn afterbunner and x-large ancil/non-ancil in the same concept as mine.
