Official response to why he was not banned is total crap, as every other official statement, the reality is usually very dark and would uncover controversial facts about the system on which the whole machine operates. That being said, my best guess is that he probably snitched hard on everyone, bringing the evidence sufficient enought to ban the others. Kind of like when the gang member snitches to FBI, so they slap him on the wrist and lock everyone else up. Kind of like what happened to Ray Trapani. The small systems are based on the same foundations as the big ones, but they dont have to have minutes and public records. They did it to IBP to send the message to others. They know almost every pro threw at some point.
