I had the same issue with a HP monitor I picked up from a charity shop last year, and it has exactly the same OSD as this one so I'm guessing it's from the same manufacturer. It worked great after I replaced the switches although unfortunately no amount of cleaning could get rid of the nicotine smell.

Wish I'd known that before all the power supply testing! The last few monitors I've repaired have all been PSU. Had the blinkers on! :-)
